Solar PV + BESS
The procurement of 25-30 MW of solar PV is the first stage of implementation of the program which will contribute to the diversification of Mozambique’s power mix and improve power supply quality, whilst ensuring low-cost energy for Mozambican end users

GET FiT Mozambique aims to facilitate investments in relatively small-scale (4-15 MW), grid connected renewable energy Independent Power Producer (IPP) Projects, with EDM as the key off-taker and counterpart of the Power Purchase Agreements (PPA).
The first round will target Solar PV plus battery storage, with total capacity indicatively 25-30 MW; depending on the price outcomes of the competitive procurement process.
DUAT Acquisition Process Underway After Successful Community Consultations
In April and May 2025, the Programme Implementation Consultant (Multiconsult Norge AS) together with EDM held consultations in the five local communities that will be affected by the implementation of Solar PV projects with storage facilities (Mecubiri, Meconta, Caia, Limpompo and Guija). All five districts’ communities welcomed the visitors with enthusiasm and expressed strong support to the projects.
The consultations were held as part of the process to acquire the provisional DUAT (right to use and profit from the land, Direito de Uso e Aproveitamento da Terra). According to the Constitution of the Republic of Mozambique and as reflected in the Land Law (Law no. 19/97 of 1 October), land is owned by the State, but the rights to use and occupy land can be granted to users in form of a DUAT. The DUAT does not grant full ownership, but it’s a secure, renewable, and long-term user right that covers a period of up to 50 years. This may be considered a form of lease. DUATs provide security to investors for commercial developments.
After obtaining the provisional DUATs, prequalified firms will be invited to submit bids. The tender is implemented by ARENE, the Energy Regulatory Agency, supported by the Programme Implementation Consultant (Multiconsult Norge AS).



Call for Pre-Qualification
The Ministerio de Recursos Minerais e Energia (MIREME) has received funds from the Government of Germany through KfW Development Bank toward the cost of the “GET FiT Mozambique Program in form of a financial contribution. These funds are intended for support of a tender program for decentralized utility solar photovoltaic plus battery energy storage system projects to be implemented by Independent Power Producers. The tender program will be executed under the aegis of the Autoridade Reguladora de Energia (ARENE)
ARENE now intends to select two (2) experienced and qualified IPPs to develop, finance, construct, own, operate and transfer two (2) Lots of PV + BESS sub-projects in the provinces of Nampula, Zambézia, Sofala and Gaza through an International Competitive Bidding process with prequalification to be implemented under the laws of the Republic of Mozambique in consideration of KfW´s “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partners” (2021), as updated from time to time. Registration Process
To register, interested firms should contact ARENE via email at concurso.getfit@arene.org.mz. ARENE will then request the signing of a Confidentiality Undertaking and the nomination of up to four users who will be granted access to the ARENE data room.
